Department of Education established the former Payatas B Annex Elementary School in the year 2000 to provide accessible and quality elementary education to children living in Barangay Payatas, Quezon City. The school began as an annex of Payatas B Elementary School to accommodate the growing number of learners in the community. Since its establishment, the school has served as an important institution for young students by promoting literacy, discipline, and values formation among children in the area. Over the years, the school continued to grow through the support of teachers, parents, local officials, and community stakeholders. Payatas B Annex Elementary School in the year 2000 as an extension of Payatas B Elementary School to respond to the rapidly increasing number of school-aged children in Barangay Payatas, Quezon City. At the beginning of its operation, the school had only a few classrooms and teachers who worked tirelessly to provide accessible and quality education to the learners in the community. Despite limited facilities and resources, the school became a symbol of hope for many families, especially those living in disadvantaged areas of Payatas. The growing population of enrollees through the years reflected the trust and support of the community toward the school’s mission of educating the youth.
In 2000, the school was first administered under the leadership of Mrs. Barbers, who helped organize the early operations of the newly established annex school. During her administration, the school focused on basic literacy, classroom organization, and building strong relationships with parents and the local community. As the student population gradually increased, additional teachers and classrooms were provided to meet the growing educational needs of the children in Payatas.
In 2003, Mr. Benjamin Caling became the school head and continued the improvement of school facilities and instructional programs. Under his leadership, the school strengthened academic activities, promoted discipline among learners, and encouraged teacher development through seminars and trainings. Community participation in school projects also became more active during this period.
In 2008, Dr. Debbie Resma assumed leadership and introduced programs that focused on learner achievement, values formation, and school improvement. Her administration emphasized the importance of child-friendly education and teacher empowerment. In 2009, Mr. Honrejas and later Ms. Benoza continued implementing educational programs and projects that enhanced the school environment and learner participation. Feeding programs, reading interventions, and environmental cleanliness campaigns became important school activities during these years.
By 2013, Mrs. Rosemarie Salvador and Dr. Retes guided the school toward further growth and development. Their leadership strengthened academic performance, disaster preparedness programs, and partnerships with stakeholders. They also supported innovations in teaching strategies and encouraged active participation of parents and community leaders in school activities.
From 2016 onward Dr. Vernalisa Libanan, school principal continued to improve the school’s programs despite the challenges brought by the rapidly increasing enrolment. More teachers were assigned, additional classrooms were utilized, and educational projects were expanded to accommodate the growing number of pupils. In 2018, the administration focused on strengthening reading programs, health and nutrition projects, and school-based management practices.
In 2018, Dr. Lilian Gundao served as school head and continued programs that promoted quality instruction, learner welfare, and teacher development. In 2019, Mrs. Nunica Portuguez led the school during the challenging period of the pandemic. Under her leadership, the school implemented distance learning modalities, distributed learning materials, and strengthened communication between teachers, parents, and learners to ensure continuity of education.
In 2022, headed by Mrs. Nunica Portuguez, the school was officially renamed Raymundo Punongbayan Elementary School in honor of Dr. Raymundo Punongbayan, a respected Filipino scientist and former head of PHIVOLCS. The renaming symbolized the school’s commitment to excellence, resilience, and public service.
In 2023, Dr. Pat, Dr. Colobong, and Dr. Abella respectively contributed to the continuing progress of the school through programs that emphasized academic recovery, learner support, school safety, and community involvement. Their leadership helped strengthen school operations and improve the learning environment for both pupils and teachers.
At present, from 2024 up to present, the school is under the leadership of Mrs. Annalyn O. Fernandez. Under her administration, Raymundo Punongbayan Elementary School continues to implement programs and innovations that support quality education, inclusive learning, reading enhancement, health and sanitation, disaster preparedness, and digital learning initiatives. The school continues to grow in population, and with this growth, the number of teaching and non-teaching personnel has also increased to better serve the needs of the learners. Through the dedication of its school heads, teachers, parents, and stakeholders, Raymundo Punongbayan Elementary School remains committed to nurturing responsible, disciplined, and productive citizens for the future.
